I would think that u must always sleeve up ur playing decks with the best quality protectors because they have the highest wear and tear. For me, i just use a cheapo protector for my "never gonne play" rare cards, since im not gonna keep shuffling them, the protectors wont wear. Also, i never know if they might fetch me a good price in the future, so protection of rare cards is important imo, but doesnt have to be expensive. My cheapo protector only cost about $2 for 100 pieces (iirc, half a decade ago), its a use and throw thing since after u sell it, likely that the buyer will change to his/her own protector for their own deck anyways.

I store my rare reverse, holos and ultra rares in albums. Although I regret to say, I placed two in one slot until recently. Now I reverted to two in one slot. And hopefully better storage, becuase some of my cards from over five years ago have suffered some wear and tear, some pretty bad.
With all the Primes and Lithographs plus a Red Gyarados now owned by me, I move to collect the legends.
HGSS Legends: 4/4
Unleashed Legends: 3/6
Undaunted Legends: 2/4
Triumphant Legends: 4/4

I always put my cards in a sleeve, rare or not, i like to protect my cards even though its only a magikarp
